Honorable Mayor Florcelie L. Esguerra Delivers Keynote Address

Honorable Mayor Florcelie L. Esguerra delivers her keynote address at the opening of the regular session of the Sangguniang Bayan today, January 5, 2009 at the SB Session Hall, Cavinti, Laguna. The occasion was well attended by the different municipal officials and employees as well as the members of the Sangguniang Bayan.

Mayor Florcelie’s guiding policy in the implementation of her 7-point program is the Executive-Legislative Agenda for 2008 which was formulated sometime in 2007 by both the Executive and Legislative branches of the Municipal government.

On her address, she spoke on the accomplishments of the present administration in the implementation of her 7-point program for the year 2008, among them are:

The different programs of the Agriculture sector, to wit:
Rice Production Program, Farm Mechanization Program, Training Program on Crop Production,

Animal Vaccination Program, the establishment of the Cavinti Weavers Multi-Purpose Cooperative, the opening of the KALAKAL CAVINTI AT IBPA. SOUVENIR SHOP, full coordination with the different agencies regarding the uplift of the Pandan Weaving as a major industry in Cavinti.

Various infrastructure projects such as concreting of Farm to Market Roads in Anglas, Bangco, Bukal and Silangan Talaongan; Construction of a One-storey 2-classroom School Building for the Cavinti National High School Annex in Sitio Calminue, Barangay Cansuso; Rehabilitation of Canal, Cailles St., Poblacion; Rehabilitation of Barangay Halls, Barangays Cansuso and Paowin;

Installation of Street Lights, Barangay Duhat; Electrification of Barangay Waater System in Barangay Bulajo; Rehabilitation and Improvement of Road/Overflow Bridge in Barangay Sumucab; Construction of Benches at the Cavinti Sports Plaza; and Rehabilitation of Cavinti Water System. She then cited the completed infrastructure projects funded by the provincial government such as the Concreting of the Farm-to-Market Roads sponsored by Cong.Edgar San Luis and the construction of the Cavinti Bridge in Baragay Tibatib from the national government. She also acknowledged the efforts of the past administration of Hon. Floro G. Esguerra and other municipal officials in the implementation of the aforementioned Cavinti Bridge.

Sustainable Tourism Promotion Program through the construction of the official website of the Municipality of Cavinti – www.cavinti.gov.ph , the publication of the new WOW CAVINTI Brochure and the production of the new CAVINTI AUDIO-VISUAL PRESENTATION(AVP).

Delivery of Basic Social Services through the laudable efforts of the OMSWDO like organization of different sectors: e.i. senior citizens, women and out-of-school youth; conduct of various livelihood trainings such as santol processing, soap making, candle making, preparation of arroz ala valenciana, chocolate making; provision of reading materials/books for day care children, distribution of restorative materials to persons with disabilities (PWD); distribution of Phil Health Cards to Indigent Families, distribution of “KATAS NG VAT” to all 70 years old and above citizens and the continuous program on Assistance to Individuals in Crisis Situation (AICS).

Criminal Justice System – No less than the Supreme Court approved her administration’s request for the opening of the Municipal Circuit Trial Court Cavinti-Luisiana to hold hearing on cases involving Cavintinians to hold hearings here in Cavinti every fourth Friday of the month. Cavintinians who are party-litigants do not have to spend their precious time, money and efforts to go to nearby Luisiana town for court hearings.

Massive effort on the CLEAN AND GREEN PROGRAM by designating Engr. Larry T. Javier as the MENRO Officer in concurrent capacity as Human Resources Officer of the Municipality. Various Lakbay Aral Programs were scheduled in different towns where strict implementation of Republic Act 9003 are observed. The government will purchase a lot to be used as Municipal Dumpsite pursuant to the aforementioned RA 9003.

Local Government Administration and Finance Section through the passage of the 2009
Budget in the amount of PHP 63, 779, 671.00 which will fund the different programs and projects for 2009 as spell-out in the ELA 2009.

Mayor Esguerra stressed that the past year’s accomplishments were achieved through the collective efforts and undertaking of all municipal officials and employees of this municipality.

She called on all public servants that in 2009, they double the efforts they exerted in achieving these accomplishments so that every constituent will be benefited through these programs.

“With your help, we will effectively address what we are supposed to be addressed by our municipal government for the benefit of our people. Sa ating pagtutulungan, walang duda, tuluyan nang uunlad ang atin bayan,” she said in her address.
